After a series of disruptive crimes committed by individuals of Syrian nationality, North Lebanon Governor Judge Ramzi Nohra has issued a decree urging municipalities and village mayors to monitor the movements of Syrian refugees and promptly address any violations on public and private properties.
The decree, citing previous circulars from the Ministry of Interior and Municipalities, particularly Circular No. 42/SM dated 2022/5/2 and Circular No.74/SM dated 2023/9/12. along with cabinet Decision No.1 dated 2023/9/11, aims to safeguard the public interest.
District commissioners are instructed to ensure compliance with the following measures:
First: Prohibit the gathering of Syrian refugees and closely monitor their movements, promptly reporting any suspicious activities for investigation and appropriate action.
Second: Conduct an immediate survey of Syrian refugees within municipal jurisdiction, establishing a database and regularly updating information about them.
Third: Take immediate action to remove any encroachments or violations on public and private properties, including infrastructure, and seek assistance as needed.
Fourth: Completely forbid Syrian refugees from driving unlicensed private and public vehicles, with penalties including confiscation and seizure.
Fifth: Enforce the ban on unlicensed motorcycles, seizing and confiscating them, and impose a curfew prohibiting Syrian refugees from roaming between 8:00 PM and 6:00 AM.
Sixth: Vigorously address violations related to commercial establishments operated by Syrians without proper licenses within municipal jurisdiction.
Issue violation reports, warn of immediate closure requirements, seal premises with red wax, and refer violators to the appropriate judiciary while maintaining records of the actions taken.
